Mazama Ranch Development: Part 2—Modifications and Another Appeal

For those of you tracking the proposed development by the climbing group Mazamas Foundation to put in a B&B/campground on a roughly 2-acre property directly across from Smith Rock, here's the latest. 

On January 17, the last day of open record for them, the Mazamas submitted a request to modify the proposed conditional use permit (the landed is zoned Multi-Use Agricultural, actually MUA-10, usually referring to 10 acres vs less than 2), as well as the site plan. 

Modifications essentially came down to this:

  • the campground moved closer to the bed-and-breakfast and farther from the adjoining property to eliminate the need for 1 setback waiver out of a total of 4 (2 for campground in MUA-10,  and 1 for campground in a Landscape managed zone for a total of 3 waivers are still needed)
  • one campsite was removed, reducing the total campground size from 8,520 square feet to 7,100 square feet; the total number of campers remains at 20, with 2 tents consolidated to one campsite
  • the outdoor gathering area was moved a bit further north for additional noise buffering
  • the caretaker's room was moved to the east end of the B&B to provide direct line-of-sight to campsites
  • additional acoustical and visual screens/fencing along the south and southeast end of the campsites were added
  • a 7' acoustical fence along the south property line was reduced to a 5' privacy fence to improve the adjoining property's field of view
  • the parking lot was moved to the northern part of the property

In consideration of this change, the commissioners opted to have a new open public hearing for February 7 to address the concerns of the modified application, and so a new 150-day clock begins on the approval process. The plan as presented still requires waivers of setbacks for a campground in both MUA 10 and a Landscape Zone.

Local opposition group Terrebonne Neighborhood Alliance (TNA) when asked for their reaction to the latest developments had this to say: "Fundamentally, the core issues we have with this project are unchanged, and neighbors are going to submit testimonials stating their objections and concerns to the modifications." TNA will hold a meeting this Saturday 3:00 pm Feb 3rd, at Basecamp Pizza in Terrebonne to update people, answer questions, coach, and help where needed.

The structure for the Wednesday, February 7, 9:00 AM public hearing will be 15 minutes for the Mazamas Foundation to present its modified application, 15 minutes for the appellant to respond, and 3 minutes each for all other public testimony.

All interested persons may appear, be heard, be represented by counsel, or send written signed testimony prior to the hearing date or be submitted at the meeting.
